T14: Service Edit Page Layout + Routing
- ServiceController::edit() with eager-loaded relationships
- Services/Edit.vue with 4 collapsible accordion blocks
- Route: GET /services/{service}/edit
- Information slides query: global + service-specific with expire_date filtering
